Mulhouse Alsace Agglomération, commonly known by the acronym m2A, is a French communauté d'agglomération bringing together several dozen municipalities around the central city of Mulhouse, in the Haut-Rhin department, in the Grand Est region. This local authority operates within the framework of French intercommunal cooperation, which organizes collaboration between neighboring municipalities for the management of shared public services and policies. The agglomeration originates from intercommunal cooperation structures established in southern Alsace toward the end of the twentieth century, whose scope and competencies evolved through successive territorial reforms, particularly under laws strengthening intermunicipal cooperation. The structure adopted the name Mulhouse Alsace Agglomération in the early 2010s, consolidating an urban and peri-urban territory centered on the Mulhouse basin, an area marked by an industrial and working-class history and located at the crossroads of routes connecting Switzerland, Germany, and the rest of France. The missions of m2A cover a wide range of intercommunal competencies: economic development and territorial attractiveness, spatial planning and urbanism, organization of public transport, housing policy, water and sanitation management, collection and treatment of household waste, environmental protection and energy transition, as well as support for cultural, sporting, and tourism facilities of communal interest. It also coordinates local public policies in cooperation with member municipalities, the State, and other territorial authorities, aiming to pool resources and ensure territorial coherence across the Mulhouse living area.
