The Morbihan is a French department located in the Brittany region, on the Atlantic coast of the Armorican peninsula. Its administrative center is the city of Vannes. The territory borders the departments of Finistère, Côtes-d'Armor, Ille-et-Vilaine and Loire-Atlantique, and opens widely onto the Atlantic Ocean, with a coastline marked by the Gulf of Morbihan and numerous islands. The department was established during the French Revolution, in 1790, as part of the reorganization of the national territory into administrative divisions, and its name, of Breton origin, means "small sea," referring to the gulf that shapes its geographical identity. As a territorial local authority, the Department of Morbihan is administered by a departmental council made up of elected representatives from the territory's cantons. This deliberative assembly sets local policy directions and votes the budget allocated to financing the responsibilities entrusted to the institution. The seat of the departmental administration is located in Vannes, where the main administrative and technical services responsible for implementing the public policies decided by the elected officials are based. The Department exercises responsibilities in various fields defined by law, notably social action and support for elderly people, people with disabilities and children, the management and maintenance of the departmental road network, support for secondary schools, land-use planning, and the preservation of the environment and local heritage.
