Sobre Haute-Marne (52)

The Département de la Haute-Marne is a French territorial authority of departmental type, located in the Grand Est region. It is one of the administrative divisions created in 1790 during the reorganization of the national territory, formed from portions of the former provinces of Champagne, Bassigny, and Barrois. Its administrative center is the town of Chaumont, while Langres and Saint-Dizier serve as the sub-prefectures of the territory. Haute-Marne borders the departments of Haute-Saône, Vosges, Meuse, Aube, Côte-d'Or, and Marne, placing it at the crossroads of several historic French regions. The departmental institution is administered by a departmental council, made up of locally elected representatives organized by cantons, which defines the political and budgetary orientations of the authority. This council is chaired by an executive elected from among its members, responsible for implementing decisions made by the deliberative assembly. The Department exercises competencies established by law, particularly in the areas of social welfare and solidarity toward the elderly, people with disabilities, and families in difficulty, as well as in the management of departmental roads and public secondary schools (collèges). Beyond its mandatory responsibilities, the authority also acts in the fields of territorial planning, local economic development, culture, heritage, and tourism, notably supporting the promotion of the historical and natural sites within the Haute-Marne territory. The Department thus plays an intermediary role between municipalities and the region, contributing to territorial balance and social cohesion within a predominantly rural area, characterized by low population density and a significant industrial and forestry heritage. The website haute-marne.fr serves as the institutional portal of the Département de la Haute-Marne, presenting the authority's competencies, administrative news, and various information and online services intended for residents and local stakeholders.
