The Val-d'Oise department is a French local authority created in 1968 as part of the administrative reorganization of the Paris region, which led to the division of the former Seine-et-Oise department. It belongs to the Île-de-France region and, alongside Yvelines, Essonne and Seine-et-Marne, forms one of the departments of the outer Paris metropolitan area. Its administrative seat is located in Cergy-Pontoise, a new town established to house the institutions of the newly created department. Located north of the Paris metropolitan area, Val-d'Oise covers a diverse territory that includes densely urbanized zones, particularly around Cergy, Argenteuil and Sarcelles, as well as more rural areas to the north and west of the department, characterized by forests, valleys and farmland. The territory is organized into several administrative districts and includes a significant number of municipalities, ranging from small rural communes to medium-sized towns integrated into the wider Paris region. Its geographic position makes it a strategic transit point between Paris and the northern regions of France. Like all French departmental authorities, Val-d'Oise exercises responsibilities across several areas of local public action, including social welfare, particularly for elderly and disabled residents, management of secondary schools (collèges), maintenance of part of the departmental road network, support for territorial planning policies, and promotion of cultural and environmental heritage. The department is administered by a departmental council, elected by direct universal suffrage, which sets the budgetary and policy priorities within the scope of competencies granted to it by law.
