The Pas-de-Calais department is a French territorial authority located in the Hauts-de-France region, in the north of the country. Its prefecture is Arras, and its territory extends along the English Channel and the North Sea, providing a notable coastline as well as a position close to the United Kingdom, particularly near the Strait of Dover, from which the department takes its name. It also shares administrative boundaries with the Nord department.
Established in 1790 during the administrative reorganization of France following the French Revolution, the department inherited part of the territory of the former province of Artois along with portions of Picardy and Flanders. Its history is marked by a strong industrial tradition, particularly linked to mining and textile activities, as well as a strategic role during the major conflicts of the twentieth century, especially World War I, evidenced today by numerous memorial sites across its territory.
As a territorial authority, the department exercises competencies defined by French law, notably in social welfare and solidarity for elderly people, people with disabilities and children, management of public secondary schools, maintenance of departmental roads, and support for local cultural, sports and environmental policies. It also plays a role in territorial planning and the development of rural and coastal areas, in coordination with municipalities, intermunicipal bodies and the Hauts-de-France region.
Pas-de-Calais is characterized by the diversity of its landscapes, ranging from the coastline of the Opal Coast to the agricultural lands of Artois, as well as former mining areas that have since been redeveloped. It serves as a local institutional actor responsible for implementing public policies within the framework of French departmental competencies.
