The Hauts-de-France Region is a French territorial authority at the regional level, endowed with legal personality and administered by a regional council elected by universal suffrage. It was created on 1 January 2016 as part of the territorial reform introduced by the law of 16 January 2015, resulting from the merger of the former regions of Nord-Pas-de-Calais and Picardy. This process formed part of a national policy aimed at reducing the number of metropolitan regions and strengthening their economic and administrative weight. Located at the northernmost point of mainland France, the Hauts-de-France region borders Belgium and is bounded by the English Channel and the North Sea. It comprises five departments: Nord, Pas-de-Calais, Somme, Aisne, and Oise. Lille serves as the regional capital and hosts the seat of the regional council, while other cities such as Amiens, Beauvais, and Arras play significant administrative and economic roles within the territory. Its geographic position makes it a crossroads for exchanges between France, the United Kingdom, and the Benelux countries. Like other French regions, Hauts-de-France exercises competencies defined by law across several areas, including economic development and business support, spatial planning, management of regional transport, particularly rail services, vocational training and apprenticeships, management of upper secondary schools, as well as policies related to culture, tourism, the environment, and European cooperation. The authority also participates in managing European structural funds intended for territorial development. It thus contributes to implementing local public policies in coordination with the State and other levels of territorial administration.
