The Département de Maine-et-Loire is a French territorial authority created in 1790 during the administrative reorganization of the national territory, formed from parts of the former provinces of Anjou, Touraine and Poitou. Its name derives from the Maine and Loire rivers that flow through its territory. It is one of five departments of the Pays de la Loire region, with Angers as its prefecture. Its administrative organization includes a departmental council, a deliberative assembly elected by direct universal suffrage, responsible for setting policy orientations and approving the collectivity's budget. Located in western France, Maine-et-Loire borders the departments of Sarthe, Indre-et-Loire, Vienne, Deux-Sèvres, Vendée, Loire-Atlantique and Mayenne. Its territory is crossed by several waterways, including the Loire, which shapes part of its landscape, as well as the Layon and Authion rivers. The area combines urban zones, including the Angers conurbation, with extensive rural and wine-growing regions, particularly in the Saumurois and Mauges districts. Like other French departments, Maine-et-Loire exercises responsibilities in several areas related to social action and solidarity, notably support for elderly people, people with disabilities and child welfare. It also manages and maintains the departmental road network, builds and maintains secondary schools (collèges), and supports cultural, sporting and heritage policies. The Département additionally participates in territorial planning and rural development, in coordination with municipalities, intermunicipal bodies and the region.
