The Hautes-Pyrénées Department is a French territorial authority at the departmental level, identified by the code 65, and part of the Occitanie region. Its prefecture is Tarbes, and the territory also includes a sub-prefecture, Argelès-Gazost. Like other French departments, it was created in 1790 during the administrative reorganization of the country, largely following the boundaries of the former province of Bigorre.
Located in southwestern France, the department extends from the plains and foothills of the Pyrenean piedmont to the high peaks of the Pyrenees mountain range, forming a natural border with Spain to the south. It is bordered by several neighboring departments within the Occitanie region and the Nouvelle-Aquitaine region. The territory is characterized by a variety of landscapes, ranging from mountain valleys to urban and rural areas, including recognized sites such as the Pic du Midi massif and the town of Lourdes, an internationally known pilgrimage destination.
As a territorial authority, the Department exercises the responsibilities assigned by law to this administrative level: social action and solidarity toward elderly people, people with disabilities, or those facing hardship, management and maintenance of departmental roads, construction and operation of secondary schools (collèges), support for cultural, sporting, and tourism policies, as well as actions related to the environment and territorial planning. It is administered by a departmental council, an elected assembly composed of local representatives, whose president heads the executive branch of the authority. The Department works in coordination with municipalities, intercommunal structures, and the region, within the framework of the distribution of competencies established under French legislation.
