The Grand Châtellerault urban community is a French local authority, an intercommunal structure grouping several municipalities around the central town of Châtellerault, in the Vienne department, within the Nouvelle-Aquitaine region. This form of intercommunal cooperation allows member municipalities to pool certain competences and jointly organize public policies at a territorial scale broader than that of each individual municipality.
The community is situated in the northern part of the Vienne department, bordering the Indre-et-Loire and Haute-Vienne departments, in an area marked by an industrial history linked notably to the Châtellerault arms manufacture. The intercommunal structure has progressively expanded its geographic boundaries and its competences since its creation, within the framework of successive legislative changes that have strengthened the role of public establishments for intercommunal cooperation in France, particularly regarding territorial planning and economic development.
Grand Châtellerault exercises competences in several areas traditionally associated with French intercommunality: economic development, spatial planning of the community area, housing, urban policy, public transport management, environmental protection and enhancement, as well as certain cultural and sporting facilities of communal interest. As such, it constitutes an intermediate level of governance between the municipalities and the department, tasked with carrying forward structuring projects for the entire Châtellerault living area and coordinating local public action on matters extending beyond the municipal scope.
