Sobre Guyane

The Collectivité territoriale de Guyane (CTG) is a French local authority with a special status, resulting from the merger of the regional council and the general council of French Guiana. This institutional reorganization, made possible by legislation enacted in the early 2010s authorizing the creation of a single authority exercising both departmental and regional powers, took effect on 1 January 2016, following elections held at the end of 2015. French Guiana thus became, alongside Martinique, one of the first French territories to experiment with this model of unified territorial administration. Located in South America, French Guiana is a French overseas department and region, the largest of France's regions by area, largely covered by Amazonian rainforest. The headquarters of the Collectivité territoriale de Guyane is located in Cayenne, the territory's administrative center. The institution is governed by a deliberative assembly whose members are elected by direct universal suffrage, headed by an executive elected from among its members, following the model of territorial assemblies with expanded competencies. The CTG exercises the full range of powers assigned to French departments and regions, covering a broad scope of action: land-use planning, economic development, management of transport infrastructure, social welfare, solidarity policies, construction and maintenance of secondary schools, vocational training, culture, environmental matters, and regional cooperation with neighboring countries of the Guiana Shield. It represents the primary level of local governance in French Guiana, alongside municipalities and the State, and plays a central role in shaping and implementing public policies suited to the territory's geographic, demographic, and economic particularities, marked by rapid population growth, significant cultural diversity, and specific challenges linked to its integration within the South American region.
