The Communauté d'agglomération Pays Basque, also known as Euskal Hirigune Elkargoa in Basque, is a French territorial authority classified as a public establishment for intercommunal cooperation (EPCI). It was created through the merger of several pre-existing intercommunal structures across the French Basque Country territory, located in the Pyrénées-Atlantiques department, within the Nouvelle-Aquitaine region. This agglomeration constitutes a large-scale intercommunal structure, encompassing all municipalities of the Basque Country, making it one of the most extensive intercommunal structures in France in terms of member municipalities.
The geographical scope of the Communauté d'agglomération covers the entire historical and cultural territory of the northern Basque Country, extending from the Atlantic coastline to the rural and mountainous areas of the interior. This unique territorial configuration allows for coordinated governance across a space characterized by geographical diversity, ranging from coastal urban areas to rural mountain territories, while preserving the local identities of the various constituent municipalities.
As an EPCI, the Communauté d'agglomération exercises pooled competencies transferred by member municipalities in various areas of common interest, such as territorial planning, economic development, housing, transportation, water and sanitation management, as well as cultural and linguistic policy related to the promotion of the Basque language.
