The Communauté d'agglomération de Cergy-Pontoise is a public establishment for intercommunal cooperation (EPCI) located in the Val-d'Oise department, in the Île-de-France region. It originates from the planning, beginning in the late 1960s, of the new town of Cergy-Pontoise, one of five new towns created around Paris to organize the urban development of the Paris metropolitan area. Initially structured as a syndicat d'agglomération nouvelle, the entity evolved into a communauté d'agglomération in the early 2000s, consolidating cooperation among member municipalities around shared responsibilities.
The territory of the agglomeration community brings together about a dozen municipalities organized around the prefecture town of Pontoise and the town of Cergy, including notably Vauréal, Éragny-sur-Oise, Saint-Ouen-l'Aumône, Jouy-le-Moutier, Osny, Menucourt, Neuville-sur-Oise, Courdimanche, Boisemont and Puiseux-Pontoise. This territorial configuration lies within the Oise valley, west of the Paris conurbation, near the Vexin français area, and benefits from rail and road infrastructure connecting the area to the core of the Paris metropolitan region.
As a local authority, the agglomeration community exercises responsibilities in the fields of territorial planning, economic development, housing, transport and mobility, as well as environmental protection and water management. It also acts in the areas of higher education, research, culture and sports facilities of community interest, linked to the presence of academic institutions and cultural structures within its territory. It thus constitutes an intermediate level of governance between its member municipalities and regional and departmental authorities, tasked with coordinating public policies across this urban area.
