The Communauté intercommunale du Nord de la Réunion (CINOR) is a public establishment for intercommunal cooperation (EPCI) with its own tax authority, holding the status of communauté d'agglomération, located on the island of Réunion, a French overseas department and region. It brings together the communes of Saint-Denis, Sainte-Marie and Sainte-Suzanne, situated in the northern part of the island. Its headquarters is based in Saint-Denis, the department's administrative seat and the main city within the intercommunal territory. CINOR was established in the 1990s to pool certain responsibilities among these neighbouring communes and to structure local public action across the northern part of the island.
The intercommunal body exercises responsibilities in several areas related to territorial planning and local development. It is involved in household waste management, the organisation of urban transport, water and sanitation policy, as well as economic development and the planning of shared community space. It also participates in actions related to housing, urban policy and environmental protection, in coordination with the orientations set by its member communes and by regional and departmental authorities.
As the intercommunal level of governance for northern Réunion, CINOR holds a significant position within the island's territorial organisation, this area concentrating a substantial share of the island's population and economic activity around the Saint-Denis urban area. It provides a framework of cooperation among its member communes for planning facilities and services of common interest, and works alongside other intercommunal structures on the island as well as with the regional and departmental councils on broader development projects.
