The Collectivité européenne d'Alsace is a French local authority with a special status, resulting from the merger, effective 1 January 2021, of the departmental councils of Bas-Rhin and Haut-Rhin. Established by the law of 2 August 2019 concerning the powers of the Collectivité européenne d'Alsace, it forms a sui generis category within the French territorial organization, distinct from ordinary departments, while exercising most of the traditional departmental competences. Its institutional seat is located in Strasbourg, in the Bas-Rhin, where a significant part of its administrative services are concentrated, alongside offices distributed across the entire Alsatian territory, including Haut-Rhin. The scope of the authority's action covers the traditional competences of departments, such as social welfare, management of secondary schools, maintenance of departmental roads and territorial planning. It also benefits from specific competences granted by law, notably regarding cross-border cooperation with Germany and Switzerland, management of certain roads of European significance, tourism, and the promotion of bilingualism and Alsatian regional culture. This cross-border and cultural dimension constitutes a distinctive feature of its positioning compared to other French departmental authorities. The institution is administered by a council elected by direct universal suffrage under the same arrangements as departmental councils, with elected members distributed across the cantons of Bas-Rhin and Haut-Rhin. It operates within a broader framework of cooperation with local Alsatian authorities, intermunicipal bodies and cross-border institutional partners, as part of the construction of a reinforced Alsatian territorial identity within the Grand Est region.
