The Département de l'Allier is a French territorial authority governed by public law, endowed with legal personality and administrative and financial autonomy. It constitutes one of the tiers of territorial organization within the French Republic and is located within the Auvergne-Rhône-Alpes region. Its institutional seat is in Moulins, the prefecture of the department, alongside the sub-prefectures of Montluçon and Vichy, which structure the surrounding territory.
The department of Allier originates from the administrative division established in 1790 during the French Revolution, drawn from the former province of Bourbonnais. Its name derives from the Allier river that runs through the territory. Over the following decades, the departmental institution accompanied successive stages of French decentralization, with its competences gradually expanding, notably following the decentralization laws of the 1980s and later territorial reforms.
The Département de l'Allier carries out the responsibilities assigned to French departmental authorities, particularly in the field of social action and support for elderly people, people with disabilities and children. It also manages a departmental road network, oversees the construction and maintenance of public secondary schools (collèges), and supports cultural, sporting and tourism policies across the territory.
