The Communauté d'agglomération Villefranche Beaujolais Saône (CAVBS) is a public establishment for intercommunal cooperation (EPCI) with its own taxation powers, bringing together several municipalities located in the Rhône department, in the Auvergne-Rhône-Alpes region of France. This administrative structure enables member municipalities to pool competencies in order to coordinate local public action on a broader scale than that of individual towns.
The agglomeration was created through the merger of several pre-existing intercommunal structures, including the former communauté d'agglomération of Villefranche-sur-Saône and neighboring communautés de communes in the Beaujolais area. This territorial reorganization, carried out within the framework of the reform of French intercommunal bodies, resulted in a single entity covering a coherent territory between the Saône valley and the foothills of the Beaujolais vineyards. Villefranche-sur-Saône, the most populated town in the territory, serves as its administrative seat and main urban center.
The territory covered by the agglomeration spans both urban and rural areas, combining the town of Villefranche-sur-Saône with surrounding wine-growing and agricultural municipalities typical of the Beaujolais region. This geographic diversity is reflected in the varied responsibilities assigned to the intercommunal body, including economic development, spatial planning, housing policy, transport and mobility management, environmental protection, tourism promotion of local heritage, and management of certain cultural and sporting facilities of shared interest. The institution also plays a role in urban planning and medium- to long-term territorial development.
As a local government body, the CAVBS acts as an intermediate level between municipalities and the department, tasked with carrying forward structuring projects for the wider living area around Villefranche and the Beaujolais region. It thus contributes to organizing local public services and representing the territory before other institutions and the State.
