The Communauté d'agglomération Pau Béarn Pyrénées is a French territorial authority with intercommunal status, classified among public establishments for intercommunal cooperation with own taxation powers. It is located in the Pyrénées-Atlantiques department, in the Nouvelle-Aquitaine region, in southwestern France, centered on the city of Pau, the prefecture of the department. Its territory extends across the Pyrenean foothills and the historic Béarn region, bringing together several urban, peri-urban and rural municipalities organized around the Pau living area.
Resulting from successive evolutions and mergers of earlier intercommunal structures, the Communauté d'agglomération Pau Béarn Pyrénées is part of the broader rationalization of France's intercommunal map that began in the 1990s and was reinforced by territorial reform laws in the 2010s. It exercises powers transferred by its member municipalities in areas such as economic development, land-use planning, housing, public transport, water and waste management, as well as actions in culture, sport and environmental matters. It represents a level of shared resources and coordinated local public policy across its metropolitan area.
Governed by a community council composed of elected representatives designated by the municipal councils of member communes, the authority is led by a president elected from among its members and relies on administrative and technical departments organized by thematic areas. It cooperates with other levels of French territorial administration, notably the Pyrénées-Atlantiques department and the Nouvelle-Aquitaine region, as well as with the State, in implementing planning, economic development and local public policy projects concerning the Pau and Béarn area.
