The Communauté d'agglomération Hénin-Carvin is a French public body for intercommunal cooperation (EPCI), holding the status of "communauté d'agglomération". It is located in the Pas-de-Calais department, within the Hauts-de-France region, and forms part of the historic territory of the former mining basin of Nord-Pas-de-Calais. Its headquarters are located in Hénin-Beaumont, one of the central towns of the intercommunal grouping, alongside Carvin, which also lends its name to the structure.
Formed from the wish of several neighbouring municipalities to pool certain responsibilities and jointly carry out development projects, the agglomeration community brings together a group of municipalities belonging to a living area shaped by its industrial and mining past. This shared history has influenced a territory now engaged in processes of economic conversion, urban renewal and heritage enhancement, notably through the recognition of certain sites linked to former mining activity.
As an intercommunal body, it exercises competencies in several areas defined by the legal framework applicable to agglomeration communities: economic development, spatial planning at the community level, balanced housing policy, urban policy, waste management, environmental protection, as well as certain cultural and sports facilities of community interest. In this capacity, it acts as a coordinating level between the member municipalities and institutional actors in the territory, such as the Pas-de-Calais department and the Hauts-de-France region, in implementing local public policies. Its action aims to structure a coherent living area, support the economic transformation of the territory, and strengthen the residential and economic attractiveness of the intercommunal grouping formed around Hénin-Beaumont and Carvin.
