About Communauté urbaine - Grand Reims

Grand Reims is a French urban community, a public inter-municipal cooperation body located in the Marne department, in the Grand Est region. It was created on 1 January 2017 through the merger of the urban community of Reims Métropole with several surrounding communities of municipalities, forming one of the largest urban intercommunal structures in France by number of member municipalities, bringing together around 143 municipalities around the central city of Reims. The territory of Grand Reims covers a large part of the northern and central areas of the Marne department, combining a dense urban core with numerous rural municipalities, many of them vine-growing communities located within the Champagne wine region. This configuration gives the intercommunal body a distinctive profile, blending urban, agricultural and heritage-related issues, and makes Reims its administrative seat and main decision-making centre. As an urban community, Grand Reims exercises extended competences transferred by its member municipalities, covering spatial planning, economic development, housing, transport and mobility, water and sanitation management, waste collection and treatment, as well as environmental, cultural and tourism policies across the territory. The institution is governed by a communal council made up of elected representatives designated by member municipalities, led by a president elected from among its members, and relies on shared administrative services to implement its public policies. It holds a central position in the territorial organisation of the northern part of the Grand Est region, coordinating local public action with that of the municipalities and the department.
