The Communauté d'agglomération Sarreguemines Confluences is a French public establishment for intercommunal cooperation (EPCI), governed by the law applicable to local authorities. It is located in the department of Moselle, in the Grand Est region, in a border area adjoining Germany, close to the Saarland. Its territory is organized around the central town of Sarreguemines and brings together several neighboring municipalities, forming a living area marked by the proximity of the Sarre and Blies rivers, whose confluence inspired the name of the structure.
This intercommunal body results from the evolution of the intercommunal map of Moselle, in a context of grouping local authorities aimed at pooling certain competences on a larger scale than that of individual municipalities. The current perimeter of the agglomeration was gradually formed, through the merger or extension of previous intercommunal structures, in order to create a coherent territorial entity around the urban center of Sarreguemines and its surroundings, in a cross-border area open to Germany.
As a body for intercommunal cooperation, the Communauté d'agglomération Sarreguemines Confluences exercises competences devolved to it by law or transferred by its member municipalities, particularly in the areas of spatial planning, economic development, housing, management of facilities of communal interest, as well as in the fields of the environment and local services. It thus constitutes an intermediate level of local governance, responsible for carrying out structuring projects on the scale of the living area and coordinating territorial public action for the benefit of the inhabitants of the municipalities that compose it.
