About Communauté d'agglomération - La région Nazairienne et de l'Estuaire
The Communauté d'agglomération de la région nazairienne et de l'estuaire, known as CARENE, is a public establishment for intercommunal cooperation (EPCI) located in the Loire-Atlantique department, in the Pays de la Loire region of France. It brings together several municipalities organised around the central town of Saint-Nazaire, at the mouth of the Loire estuary, on the Atlantic coast. This intercommunal body operates within the French legal framework for communautés d'agglomération, structures established to organise cooperation between neighbouring municipalities around shared competencies.
The territory covered by CARENE combines an urban and industrial hub centred on the port and shipyards of Saint-Nazaire, residential and seaside areas along the coastline, and rural and natural zones close to the Brière marshes. This geographic diversity gives the agglomeration an identity blending port, industrial, tourism and agricultural activities, in an environment shaped by the proximity of the estuary and protected wetlands.
As an EPCI, CARENE exercises responsibilities related to spatial planning, economic development, housing, public transport, waste management, water and sanitation, and environmental protection. It also plays a coordinating role among member municipalities in defining common public policies, particularly regarding urban planning and mobility, and acts as an institutional counterpart for regional, departmental and national actors within its areas of competence. Its action follows a logic of pooling resources and ensuring territorial coherence across the Saint-Nazaire living area.
The website agglo-carene.fr is the official institutional site of the Communauté d'agglomération, presenting its competencies, news, administrative procedures and practical information intended for residents and local stakeholders.
