The Communauté d'agglomération Val d'Yerres Val de Seine is a French intercommunal public body, bringing together several municipalities located in the Essonne department, in the Île-de-France region. It extends along the valleys of the Yerres and Seine rivers, in the northern part of the department, in close proximity to Paris, and gathers medium-sized municipalities with a mixed residential, urban and peri-urban character.
This intercommunal structure resulted from the merger of pre-existing intercommunal bodies, within the framework of successive territorial reforms aimed at rationalizing the French map of intermunicipal cooperation. It follows on from an older tradition of local cooperation among municipalities of the Yerres river basin, gradually expanded to include territories bordering the Seine, thus forming a geographically and functionally coherent whole. This evolution reflects the will of local authorities to pool certain responsibilities and strengthen territorial solidarity among municipalities belonging to the same living area.
As a communauté d'agglomération, the institution exercises competencies defined by law and supplemented by the statutes adopted by its member municipalities. These competencies notably cover spatial planning, economic development, housing, urban policy, waste management, environmental protection, as well as cultural and sports facilities of community interest. The institution acts as an interface between its member municipalities and other levels of public administration, coordinating structuring projects at the territorial scale and representing the collective interests of member municipalities before regional and national actors.
