Sobre Communauté d'agglomération - Saint-Lô Agglo
Saint-Lô Agglo is a French "communauté d'agglomération", a category of public inter-municipal cooperation body bringing together several municipalities around a central urban hub. Its headquarters are located in Saint-Lô, the prefecture of the Manche department, in the Normandy region. This inter-municipal structure results from the wish of member municipalities to pool certain competencies and organise the planning of their territory on a broader scale than that of a single municipality, in accordance with the legal framework governing public inter-municipal cooperation bodies in France.
The agglomeration federates a group of municipalities located in the central part of the Manche department, around the core town of Saint-Lô. This territory combines a relatively dense urban area with surrounding rural zones, giving the body a diversity of local contexts to take into account in carrying out its missions. The geographical scope of Saint-Lô Agglo follows a living-area logic, allowing public policies to be coordinated at a more coherent scale than that of individual municipal boundaries.
The missions of Saint-Lô Agglo fall within the competencies usually assigned to agglomeration communities: economic development, planning of the joint territory, balanced housing policy, urban policy, as well as certain optional or additional competencies chosen by member municipalities, such as management of local public services, environmental matters, or cultural and sporting facilities of community interest. The body thus constitutes an intermediate level of local governance, between municipalities and the department, responsible for carrying forward structuring projects for the whole territory it represents, in keeping with the principles of subsidiarity and inter-municipal cooperation characteristic of French territorial organisation.
