Orléans Métropole is a French territorial authority in the form of a public inter-municipal cooperation body, holding the status of "métropole." It is located in the Loiret department, within the Centre-Val de Loire region, centered on the city of Orléans, which serves as its main administrative and demographic hub. This inter-municipal structure brings together twenty-two municipalities located in and around the Orléans urban area, forming a coherent territory organized around the Loire Valley.
The institution is the result of a gradual evolution of local inter-municipal cooperation structures: it succeeded an urban community, which itself had followed an earlier agglomeration community, before acquiring metropolitan status on 1 January 2017, in accordance with French legislation governing métropoles. This change of status strengthened its powers and its role as a level of local governance, granting it broader responsibilities compared to previous inter-municipal structures, particularly in urban planning and territorial development.
Orléans Métropole exercises responsibilities delegated by its member municipalities across various fields, including territorial planning, economic development, public transport, housing, urban policy, water and waste management, as well as support for higher education, research, and culture. It also coordinates local public policies among member municipalities and represents the territory before regional, national, and European bodies. Its metropolitan council, composed of elected representatives designated by member municipalities, constitutes the main deliberative body, while a president oversees its executive direction.
