The Department of Manche is a French territorial collectivity at the departmental level, located in the Normandy region. Its territory occupies the tip of the Cotentin peninsula, bordered by the English Channel to the west and north, and extends inland to its boundaries with the neighboring departments of Calvados, Orne, Mayenne, and Ille-et-Vilaine. The administrative center of the department is the town of Saint-Lô, seat of the main administrative bodies. The territory is characterized by an extensive coastline, a network of rural and coastal municipalities, and several secondary urban centers spread across the Cotentin and Avranchin areas.
An institution originating from the French administrative organization established at the end of the eighteenth century, the Department of Manche is part of the history of territorial decentralization in the country. Like all departmental collectivities, it is governed by a departmental council composed of locally elected officials, responsible for defining the institution's political and budgetary orientations. This organization has gradually seen its responsibilities evolve through successive decentralization laws, strengthening its role as an intermediate level between municipalities and the region.
The scope of action of the Department of Manche covers various areas within the competencies granted to French departments, including social action and solidarity toward vulnerable populations, management of secondary schools, maintenance of departmental roads, land use planning, and support for local cultural, sporting, and tourism policies.
