Cap Atlantique, officially named Communauté d'agglomération de la presqu'île de Guérande Atlantique, is a French intercommunal public body (EPCI) bringing together several municipalities located on the Guérande peninsula and its hinterland, in western France, mainly within the Loire-Atlantique department and, for a few municipalities, within Morbihan. It groups coastal and rural municipalities organized around the town of Guérande and the seaside resort of La Baule-Escoublac, in a territory marked by salt marshes, protected wetlands, and a frequented Atlantic coastline. Cap Atlantique is part of the movement toward intercommunal cooperation developed in France from the late twentieth century onward, which progressively led neighboring municipalities to group together within cooperation structures with shared responsibilities. The body succeeded earlier forms of intercommunal cooperation existing in this territory before acquiring the status of communauté d'agglomération, a status implying a population threshold and the exercise of broader responsibilities defined under French local government law. The body exercises responsibilities in areas such as spatial planning, economic development, housing, urban policy, environmental protection, waste management, water and sanitation, as well as actions related to tourism and the promotion of the natural and cultural heritage of the peninsula. It constitutes an intermediate level of governance between the member municipalities and other territorial authorities, such as the department and the region, with which it coordinates certain local public policies. Its action aims in particular at organizing services and facilities at the scale of the living area rather than at that of each individual municipality.
