The Communauté d'agglomération du Pays Ajaccien (CAPA) is a French public inter-municipal cooperation body, an administrative structure that brings together the city of Ajaccio and several neighbouring municipalities located in the Corse-du-Sud department, in the region of Corsica. It constitutes the intercommunal level of governance for this living area organised around the regional capital, Ajaccio, which is also the prefecture of the department.
Established through the willingness of member municipalities to pool certain competencies and coordinate their development on a broader scale than that of individual towns, CAPA operates within the legal framework of the agglomeration communities established under French legislation on intermunicipal cooperation. Its territory covers an area combining dense urban zones around Ajaccio with more rural or peri-urban spaces in surrounding municipalities, requiring management adapted to this geographic and demographic diversity, spanning coastline, plains and hilly terrain.
CAPA's missions are organised around competencies typically assigned to this type of structure: spatial planning of the community area, economic development, housing policy, organisation of mobility and public transport, management of household and related waste, protection and enhancement of the environment, as well as support for tourism and cultural policies across the territory. It acts in complement to member municipalities, which retain their own prerogatives, while ensuring coherence of public policies on matters requiring a shared and coordinated approach. It thus contributes to the territorial organisation of the Ajaccio area, in connection with other local authorities and state services present in Corsica.
