The Communauté d'agglomération de la région nazairienne et de l'estuaire, known by the acronym CARENE, is a French intercommunal public body bringing together several municipalities located in the Loire-Atlantique department, in the Pays de la Loire region. It is an administrative structure organizing cooperation between the central city of Saint-Nazaire and the surrounding municipalities, at the mouth of the Loire River, along the Atlantic coast.
The territory covered by CARENE stretches along the Loire estuary and combines urban, port, industrial, coastal and rural areas. It includes the city of Saint-Nazaire, known for its port activities and shipbuilding industry, as well as neighboring municipalities with residential, agricultural or tourist characteristics, forming a coherent whole around a shared living and employment area.
As an intercommunal public body, CARENE exercises powers transferred by its member municipalities in areas such as economic development, spatial planning, housing, public transport, water and sanitation management, environmental protection and urban policy. It is also involved in urban planning and the promotion of the territory, drawing on the industrial, port and tourism assets of the Saint-Nazaire region. This organization allows for the pooling of resources among the municipalities concerned and the coordination of public policies at the scale of the Saint-Nazaire area, in a context marked by major port infrastructure and an attractive coastal setting. It thus takes part in discussions and planning projects concerning its entire territory, in coordination with higher-level local authorities, notably the department and the region.
