Bourges Plus is a French intercommunal structure known as a "communauté d'agglomération", bringing together several municipalities organized around the central city of Bourges, the prefecture of the Cher department, in the Centre-Val de Loire region. This form of intercommunal cooperation falls within the legal framework established by the 1999 law on strengthening and simplifying intercommunal cooperation, known as the Chevènement law, which encouraged the creation of structures federating municipalities around a shared urban development and territorial solidarity project.
The agglomeration brings together a group of municipalities bordering Bourges, forming a coherent living area at the heart of the Cher department. It exercises powers transferred by its member municipalities in various fields such as spatial planning, economic development, housing, public transport, road infrastructure, waste management, sanitation, as well as urban policy and environmental matters. This transfer of competences aims to pool resources and ensure consistency in the planning and management of local public services across the territory.
As a public inter-municipal cooperation body with its own taxation powers, Bourges Plus has its own governance bodies, notably a community council composed of delegates from the municipal councils of member municipalities, as well as a president elected among these delegates. This governance structure allows the agglomeration to carry out structuring projects beyond the municipal scale, in areas such as urban planning, economic development, culture, or tourism, while respecting the powers retained by each individual municipality. The agglomeration thus constitutes an intermediate level of local public action, between municipalities and the department, contributing to the organization and appeal of the Berry territory.
