Über Métropole de Toulouse

Toulouse Métropole is a French public inter-municipal cooperation body (établissement public de coopération intercommunale, EPCI) holding métropole status, established on 1 January 2015 under the framework of the law on the modernisation of territorial public action and the affirmation of metropolitan areas (known as the MAPTAM law). It succeeds the former Communauté urbaine du Grand Toulouse and brings together thirty-seven municipalities located in the Haute-Garonne department, within the Occitanie region, organised around the central city of Toulouse. This inter-municipal structure is one of the major French metropolitan authorities created through the 2015 territorial reform. As a fully-fledged territorial authority, Toulouse Métropole exercises extended competences transferred from its member municipalities and, in certain areas, from the department. Its scope of action includes economic development, spatial planning across the metropolitan area, housing and urban policy, transport and mobility, road infrastructure, water and sanitation management, as well as household waste collection and treatment. It is also active in environmental and energy matters and in enhancing territorial attractiveness, working in coordination with other levels of local government present within the territory. The institutional positioning of Toulouse Métropole reflects a strategic coordinating role across the Toulouse urban area, working alongside member municipalities that retain their own non-transferred competences. It contributes to urban planning dynamics and territorial cooperation at the regional level, in connection with the demographic and economic growth typical of the Toulouse conurbation, which is notably recognised for its industrial and technological activities. The authority has its own governing bodies, including a metropolitan council composed of elected representatives from member municipalities, responsible for setting policy directions and adopting decisions within its areas of competence. The website toulouse-metropole.fr is the official institutional site of the authority, presenting its missions, competences and organisation, along with practical information and online services intended for residents and users of the territory.
