Über Communauté d'agglomération - Bassin de Bourg-en-Bresse
The Communauté d'agglomération du Bassin de Bourg-en-Bresse, also known as Grand Bourg Agglomération, is a French local authority classified as a public establishment for intercommunal cooperation (EPCI) with its own taxing powers. It brings together a group of municipalities organized around the central city of Bourg-en-Bresse, the prefecture of the Ain department, in the Auvergne-Rhône-Alpes region. This intercommunal body emerged from a gradual process of consolidation involving several communities of municipalities and the historic Bourg-en-Bresse agglomeration, within the framework of successive territorial reforms aimed at strengthening intermunicipal cooperation in France.
The territory covered by Grand Bourg Agglomération extends over a significant part of the Bresse living area, combining an urban core around Bourg-en-Bresse with surrounding peri-urban and rural spaces. This configuration gives the institution a role in balancing urban development with the preservation of the agricultural and landscape character typical of the Bresse region. The agglomeration thus positions itself as an intermediary actor between member municipalities, which retain their own powers, and the departmental and regional levels.
In terms of its missions, the communauté d'agglomération exercises mandatory and optional competences defined by the French general code of local authorities, including economic development, planning of the community area, balanced social housing policies, urban policy, and the management of certain facilities and services of community interest such as public transport, waste collection and treatment, and certain environmental matters. As such, it serves as a level for pooling resources and coordinating local public policies across its member municipalities.
The website grandbourg.fr is the institutional website of this local authority, presenting its powers, its administrative and political organization, as well as practical information and procedures intended for residents and member municipalities of the territory.
