The Communauté urbaine Caen la Mer is a French public establishment for intercommunal cooperation (EPCI), an administrative structure grouping several municipalities around the city of Caen, in the Calvados department, in the Normandy region. This territorial authority exercises pooled competencies for the benefit of its member municipalities, within the framework of French law governing intercommunal cooperation applicable to urban communities.
The entity originates from an earlier intercommunal cooperation structure created to organize local public action at the scale of the Caen urban area. Through successive legislative and institutional developments concerning intercommunality in France, it evolved into the status of communauté urbaine, a legal designation granting a broader scope of competencies compared to other forms of EPCI. Its territory covers the central city of Caen along with a set of surrounding municipalities, coastal and rural, located along the Orne estuary and near the Normandy coastline.
Caen la Mer carries out extensive missions related to territorial planning, economic development, urban planning, public transport, water and sanitation management, waste collection and treatment, as well as public policies concerning housing, culture, tourism and the environment. As such, it constitutes an intermediate level of local governance, acting alongside member municipalities and in coordination with other territorial authorities at the departmental and regional levels, particularly on matters of community interest requiring coordination beyond municipal boundaries. Its community council, composed of elected representatives delegated by member municipalities, ensures the governance of the structure and the orientation of its public policies.
